With BoostPOW, if you want to go with the argument that it works with a lot of little boosts. So does simply counting upvote records stored on the block chain. My fundamental thesis is that anything you do with BoostPOW can be done with just regular records written to the block chain. Generalized, all those potential boost systems are essentially tokenizing upvotes on the block chain (including BoostPOW). The upvotes are the output to those systems, not BoostPOW. The future of good upvote systems is not counting upvotes..it is weighted counting of those upvotes based on the individuals' interests and the interests of their network of friends.
