Only checked the top inventor (Dhanamjay Goswami) and he/she appears to be into Ethereum based google search. Based on that and the Ethereum references in the patent I'm guessing they intended it to be on Eth which is surprising as it was clear when the patent was written then it was clear eth doesn't scale and eth2 was far off and risky proposition.

Indeed, though only one (vague) reference to eth. The hole patent seem quite vague tbh. Do not think it can be granted, not with that language. Do add to tha,t the way they wanna use the blockchain requires massive blocks. Not possible on eth.
